The Whispering Oaks Planned Community Architectural Review Board has issued its fourth denial in six months to resident Marcus Webb, 38, who has been attempting to install rooftop solar panels at 14 Sunridge Court. The board’s four-page rejection letter, obtained by this publication, cited concerns that the panels would “alter the visual harmony of the streetscape” and “introduce an energy that is inconsistent with the neighborhood’s established character.” Chairman Douglas Pickett clarified in a follow-up email that he meant this literally. “We have a feeling here,” Pickett wrote. “A look. You know it when you see it. The panels don’t have that.” Webb, who pointed out that three neighbors already have solar panels, was told those were “grandfathered.” When Webb asked when they were grandfathered, Pickett said he would need to check. He has not followed up. The board meets again in January. Webb’s application will be item 14 on a 16-item agenda.
